On another occasion, the Peruvian Intelligence service obtained information that the Pinochet government was preparing a threat of war with Peru, as a way to end the internal problems of his regime. In 1976, the possibility of launching a preventive war against Peru was even evaluated, according to a dialogue he held that year with the then US Secretary of State, Henry Kissinger, during the meeting of the General Assembly of the Organization of American States in Chile during that year.
