=== Reforms === In November 2013, at the conclusion of the third plenum of the 18th Central Committee, the Communist Party adopted the Decision on Several Major Issues Concerning Comprehensively Deepening Reform, a far-reaching reform agenda that alluded to changes in both economic and social policy.
